Villes Régions Monde (VRM), in conjunction with Centre Urbanisation, Culture et Société at INRS, is organizing a conference on metropolitan governance. The conference will provide an opportunity to reflect on the new challenges government policy is creating for major urban centers.
Large urban areas represent an ideal laboratory for analysis of the phenomena of morphological and geopolitical reconfiguration, linked to the dynamics of metropolitanization and socio-spatial and political changes in the communities that make up these larger wholes. Over the past few decades, demographic growth and economic transformations in metropolises have underlined the shortcomings of traditional models of territorial management. These cities have gradually moved from an approach of local adaptation of decisions made at the central level to an approach based on development projects emanating from local interests. This latter approach calls for the building of a consensus where public actors are joined by all the actors of the city - formal and informal - or, in other words: metropolitan governance. This type of governance raises not only the question of the redefinition of relations between public authorities and civil society, but also that of territorial reconfiguration. These questions represent the two main facets of the expression of the dynamics of metropolitanization, which will be the focus of this workshop. Two themes will be debated over two full days:
-Metropolitanization: the driving force of territorial reconfiguration
-Actors’ strategies at the intra-urban and international levels
